Busy week for Labor Minister Olivier Dussopt. In addition to the beginning, this week, of the hearings on the pension reform, the debate on the reform of the unemployment insurance will begin this Monday, October 3 in the evening in the National Assembly. As the rules for the system expire on October 31, it is a matter of authorizing the government to act by decree. But not only to expand existing rules.
Because even though the previous reform – which only came into force in December last year –“has not yet been able to produce all its effects”, as Renaissance Member of Parliament Marc Ferracci, draftsman of the bill, acknowledges, the government “may have to change certain rules regarding the social security fund”.
The director pleads for a “cyclical” system that protects the unemployed in times of crisis, but forces them more strongly to find a job in times of prosperity. This is the case at the moment, when companies are struggling to recruit despite a large number of unemployed.

However, Olivier Dussopt said to the assembly’s social committee that he was not very positive about a graduation of the allowances. He announced that he will consult with the social partners “for the duration of the affiliation” – the time of employment necessary to open unemployment rights – and so on “duration of compensation”.
United against the reform, the unions point out that the recruitment difficulties are not linked to the unemployed who prefer to be compensated rather than work. One in two is not actually compensated.
